This bad or rotten smell from the plumbing drains can be caused by a lack of water in the P-trap of the plumbing drain which is supposed to stop sewer gas from entering the house.  Whether on city sewer or septic tank, the sewage smell can come up through the plumbing drains.  If the drains have been roto rootered or cleaned lately make sure the plugs to the plumbing lines which were rootered/cleaned have been put back in place.  In some instances, the drains or garbage disposal may be dirty and need to be cleaned or rootered.  If food is left in a garbage disposal for a period of time there may be a smell permeating from the sink area.
